DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Responsibilities المهام الوظيفية

    Key Responsibilities

    • Programme planning and overall quality:
      • Develop a Programme Quality Strategy for Yemen programme with a focus on coordination and collaboration among different departments;
      • Contribute to the development, monitoring and review of country strategic documents and indicators including country log-frames and sectoral log-frames in line with regional and global strategies and plans;
      • Ensure monthly grants meetings with all relevant departments contribute to the review of overall progress, quality, consolidated spending, implementation, procurement, and staffing plans for each project and flag up discrepancies to the teams and HoP
      • Liaise with donor representatives and coordinate donor visits to programme sites, in support to the HoP and CD
      • Lead on needs assessments, programme analysis to support annual strategy review and project/programme planning processes
      • Ensure lessons learned and analysis of data from MEAL to contribute to the development of high quality, innovative programs that are based on evidence and in coordination with relevant technical coordinators

     

    • Monitoring, Evaluation, Accountability, and Learning (MEAL)
      • Ensure MEAL framework and plans are available for all grants and effective system is in place including capacity of staff to gather, analyze and report on M&E indicators;
      • Contribute to creating and maintaining an environment for learning where ideas, solutions, challenges and learning are shared and adopted in programme design and implementation as part of the MEAL policy and implementation strategy
      • Lead on external evaluations by developing terms of reference, managing external consultant and ensuring the quality and standards are in line with DRC standards
      • Coordinate technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, including capacity assessment, training material development and delivery of trainings; 

     

    • Resource Mobilization
      • Lead on resource mobilization strategies;
      • Ensure systems and tools for efficient grant management; and ensure a coordinated approach to risk-management in cooperation with relevant departments;

     

    • Information Management
      • Support the senior management in evidence gathering for briefs for advocacy purposes;
      • Develop strategy for and manage implementation of IM policies, systems, and processes;
      • Ensure procedures and manuals for IM staff are in place

    Required experience and competencies

     

    All DRC roles require the post-holder to master DRC’s core competencies:

    About you

    • Advanced university degree or equivalent in international relations, development, migration, Middle East studies, or related field

     

    • Moreover, we also expect the following:

    Required

    • At least five years of professional experience in humanitarian emergency contexts with PQ responsibilities, preferable to have at least two years of experience at management level.
    • At least 3 years' experience with people management
    • Knowledge and experience working with multiple sectors including protection, food security, WASH, shelter & NFIs, CCCM, mine action
    • Proven ability to lead a high performing and diverse team, manage performance, foster a positive working environment and manage issues sensitively and diplomatically.
    • Extensive knowledge of UN, US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals, contract management including consortia grants
    • Technical expertise in Monitoring and Evaluation and Information Management
    • A keen understanding of the complexities in the Middle East region
    • Excellent writing skills

     

    Languages:

    • English language (Fluent)
    • Arabic language (desirable)

     

    We offer

    Contract length: Till 30/04/2021, with possible extension based on fund and performance.

    Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to  under Vacancies. This position will be placed at level (MG).
