Organizational Setting
 

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

 
 

Reporting Lines

 

Under the overall guidance of the FAO Representative (FAOR), the technical guidance of the Head of Programme, and the direct supervision of the Chief Technical Advisor of Water and Natural Resources Management Program.

 
 
Technical Focus
 

Administration, Water, Agriculture or any other related fields with vast experience in project management and implementation of programmes.

Responsibilities المهام الوظيفية

    Tasks and responsibilities
     
    • Support the development and monitoring of assigned programmes and projects, and provide technical or administrative support, identifies problems and issues to be addressed and proposes corrective actions, liaises with relevant parties, identifies and tracks follow-up actions;
    • Provide administrative support to the programme team in the preparation of various programme documents, such as work plans, budgets, reports and proposals on programme implementation arrangements.
    • Under the guidance of the supervisor, assemble briefing materials and prepare power-point and other presentations for the programme unit.
    • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, and other material as required.
    • Assist the programme team in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking.
    • Help the team in providing guidance to the country and project offices on routine implementation of the project, tracking use of financial resources in close coordination with Operations Unit
    • Provide administrative support to the programme team in the organization of events, meetings and workshops, etc.
    • Make travel arrangements for the programme team and project staff, including preparation of travel requisitions and claims.
    • Draft non-substantive correspondence.
    • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials.
    • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects;
    • Perform other related duties and activities as required.

    Minimum Requirements   
    • From one to fifteen years of relevant experience in results-based project/programme planning and monitoring, including practical experience in project formulation, appraisal, implementation, monitoring, communication and/or in financial and budget planning
    • University degree in economics, development studies, political science, social science, international relations, business administration, management, information systems, communication or related fields
    • Full competency and fluency in English and Arabic.
    • National of Yemen

    • Familiarity with computers and Microsoft Word, Excel essential.

In 2019, Yemen is still the  in the world. The country has become increasingly unstable since the conflict escalated dramatically in mid-March 2015, severely disrupting the economy, including the agriculture sector, collapsing essential services and exhausting coping mechanisms.

More than 20 million Yemenis are food insecure, including nearly 10 million who are on the brink of famine and starvation. Two-thirds of all districts in the country are already pre-famine. A first-ever assessment in the country confirmed that 65 000 people are already in advanced stages of hunger and extreme food deprivation. More alarmingly are the 238 000 people in IPC Phase 5 who will face similar conditions if food assistance is slightly disrupted.

四人斗地主Millions of Yemenis engaged in agriculture lack access to critical inputs and are now at higher risk, and less able to cope, than at any stage of the . The rapid depreciation of the Yemeni riyal during the last quarter of 2018 hindered vulnerable families’ purchasing power, leaving millions without food and fuel and putting them at further risk. Nearly USD 50 billion of estimated cumulative losses has been reported.

Price pressures were most felt on core commodities. Fuel prices soared by 200 percent in 2018 compared to pre-crisis prices, impacting agriculture, water supply, transport, electricity, health and sanitation services. Agricultural production and fishing, employing nearly 70 percent of the workforce, have shrunk by a third. More than 80 percent of Yemenis now live below the poverty line, an increase of one-third since the conflict四人斗地主 began.

Yemen is largely dependent on imports from international markets to satisfy domestic consumption, in addition to wheat – its main staple. This is heavily impacting local agricultural production and marketing. As a consequence, the supply and distribution of locally produced food to markets is poor, causing devastating effects on livelihoods and the nutrition situation.

Although only a small proportion of food is produced domestically, nearly two-thirds of Yemenis derive their livelihoods from agriculture. FAO is working with partners in the Food Security and Agriculture Cluster to increase access to food for highly vulnerable families across the country and to increase household incomes and rehabilitate food security assets in areas with high levels of food insecurity.
